CSCS - Health & Safety Training

EUSR SHEA Changes From 1 October 2026: The Green Labourer Card Rule Every Utilities Worker Must Know

From 1 October 2026, completing SHEA training will no longer automatically give a worker an EUSR CSCS Green Labourer card.

This is an important change for utilities workers who need access to construction sites.

SHEA remains mandatory.

The change is that the SHEA registration and the EUSR CSCS card are now separate steps.

Labourers must apply for the new EUSR CSCS Utilities Labourer card.

Workers in skilled, trainee, apprentice, experienced worker, supervisor or management roles must apply for the EUSR CSCS card that matches their actual occupation.

Existing cards remain valid until their expiry date.

THE KEY RULE: RIGHT CARD, RIGHT JOB

EUSR is changing the card process to make sure a worker’s card reflects the work they actually do on a construction site.

This means:

  • SHEA proves the required health and safety registration.
  • The EUSR CSCS card confirms the worker’s role and competence.
  • A Green Labourer card should only be used by someone carrying out labouring duties.
  • A skilled worker should hold a skilled worker card.
  • A trainee should hold a trainee card.
  • An apprentice should hold an apprentice card.
  • A supervisor or manager should use the appropriate role-specific card.

The purpose is simple: the right card for the right job.

WHAT CHANGES FROM 1 OCTOBER 2026?

Before 1 October 2026, a worker completing SHEA registration could automatically receive an EUSR CSCS Green Labourer card.

From 1 October 2026:

  1. The worker completes the correct SHEA training.
  2. The worker receives an in-date SHEA registration.
  3. The worker identifies the card required for their actual role.
  4. The worker applies separately for the correct EUSR CSCS card.

For a labourer, this means applying for the EUSR CSCS Utilities Labourer card.

For a skilled utilities worker, it means applying for a card such as:

  • Drainage Network Operative
  • Cable Jointer
  • Substation Fitter
  • NCO Gas
  • NCO Water
  • Smart Meter Installer
  • Overhead Linesperson
  • Another role-specific EUSR CSCS card

The full list and requirements are available on the official EUSR CSCS Alliance Partner page.

SHEA IS STILL REQUIRED

The change does not remove the SHEA requirement.

Workers still need an in-date SHEA registration to obtain and use most EUSR CSCS cards.

SHEA remains the mandatory health and safety requirement for EUSR CSCS cards, including the new Utilities Labourer card.

The difference is that SHEA is no longer treated as an automatic Green Labourer card for every utilities worker.

You may therefore need to hold:

  • Your SHEA registration or SHEA card.
  • Your separate EUSR CSCS card.
  • Evidence of your qualification or competence, where required for the role.

Do not assume that a SHEA card alone will provide the correct site access after the change.

WHY IS EUSR MAKING THIS CHANGE?

The construction sector is placing greater focus on clear evidence of competence.

EUSR explains that the change supports the requirements of stronger safety legislation, including the Building Safety Act 2022, introduced following the Grenfell Tower tragedy.

The previous process allowed some workers who were not labourers to enter construction sites using a Green Labourer card linked to their SHEA registration.

That did not always show the work they were qualified or authorised to perform.

The new process separates:

  • Health and safety training.
  • Occupational competence.
  • Training status.
  • Construction site access.

This provides employers, principal contractors and site managers with clearer information when checking cards.

WHO IS AFFECTED?

NEW LABOURERS

If you are starting work as a utilities labourer after 1 October 2026, you will need:

  • An in-date SHEA registration.
  • The new EUSR CSCS Utilities Labourer card.

The Utilities Labourer card is for people undertaking labouring duties only.

It is not intended for workers who are already working in a recognised skilled occupation or who are following a formal training pathway.

The EUSR Utilities Labourer card is available for new applications and is valid for five years.

Read the official EUSR Utilities Labourer card information before applying.

SKILLED WORKERS

If you carry out skilled utilities work, do not apply for the Utilities Labourer card simply because you have completed SHEA training.

You must apply for the card that matches your occupation.

A skilled worker will normally need:

  • An in-date SHEA registration.
  • The relevant Level 2 qualification or approved equivalent competence evidence.
  • The correct EUSR CSCS card for the role.

A qualification on its own is not enough for construction site access.

You also need the correct CSCS card.

TRAINEES AND APPRENTICES

If you are working towards a recognised qualification, you may need a trainee or apprentice card instead of a Utilities Labourer card.

Your training status matters.

Speak to your employer, training provider or EUSR before applying if you are unsure whether you need:

  • An Apprentice card.
  • A Trainee card.
  • An Experienced Worker card.
  • A Skilled Worker card.

EXISTING CARD HOLDERS

Existing EUSR CSCS Green Labourer cards remain valid until their expiry date.

Existing cards will continue to be accepted during their validity period.

You do not need to replace a valid card immediately because of the change.

However, you should check your next renewal requirements early.

When your current card expires, you must follow the new process and apply for the card that matches your actual role.

Existing SHEA cards also remain accepted until they expire, subject to the relevant EUSR rules.

OLD PROCESS VS NEW PROCESS

Old process New process from 1 October 2026
Complete SHEA training Complete the correct SHEA training
SHEA could automatically result in a Green Labourer card SHEA and the CSCS card are separate applications
The Green Labourer card could be used by some non-labourers The card must match the worker’s actual role
One card could be treated as both health and safety evidence and site access evidence SHEA confirms health and safety; the EUSR CSCS card confirms the role
Existing cards remain valid Existing cards remain valid until expiry

WHAT SHOULD YOU DO NOW?

1. CHECK YOUR CURRENT ROLE

Write down the work you actually carry out on site.

Are you:

  • A general labourer?
  • A traffic marshal?
  • A drainage worker?
  • A cable jointer?
  • A substation fitter?
  • A smart meter installer?
  • A supervisor?
  • A trainee or apprentice?
  • A manager?

Your job title and your daily duties should match the card you apply for.

2. CHECK YOUR SHEA EXPIRY DATE

Confirm that your SHEA registration is still in date.

If it is due to expire soon, plan your renewal before your next site assignment.

From 1 October 2026, SHEA training must use the updated SHEA 2026 programmes.

3. CHECK YOUR CSCS CARD

Look at your current card and confirm:

  • The card type.
  • The expiry date.
  • The occupation shown.
  • Whether the card reflects your current work.

If you are not a labourer, do not rely on a Green Labourer card for future work.

4. APPLY FOR THE CORRECT EUSR CARD

Labourers should apply for the EUSR CSCS Utilities Labourer card.

Skilled, trainee and management workers should use the EUSR route for the card that matches their role.

Apply early if you have a new job, a new employer or an upcoming site requirement.

5. KEEP YOUR DOCUMENTS READY

You may need:

  • Your EUSR details.
  • Your SHEA registration details.
  • Qualification certificates.
  • Training pathway evidence.
  • Proof of identity.
  • Employer or role information.

Requirements vary by card type.

Check the requirements before submitting an application.

Zems Academy Level 2 Banksman and Traffic Marshal construction training

WHAT ABOUT A TRAFFIC MARSHAL?

A traffic marshal helps control vehicle and pedestrian movement on a construction site.

This is different from the EUSR Utilities Labourer card process.

If your work includes traffic marshal duties, you should confirm what your employer and the site require. You may need specific traffic marshal or banksman training in addition to your main construction site credentials.

Zems Academy provides Level 2 Banksman and Traffic Marshal training in Birmingham.

The course supports workers who need practical training for safe vehicle movement and site operations.

Do not assume that a traffic marshal certificate replaces a CSCS card or SHEA registration.

Check every requirement before starting work.

QUICK CHECKLIST

Use this checklist before 1 October 2026:

  • I know my actual utilities job role.
  • My SHEA registration is in date.
  • I know when my current CSCS card expires.
  • My card matches the work I carry out.
  • I know whether I am a labourer, skilled worker, trainee or apprentice.
  • I have checked the correct EUSR card route.
  • I have gathered my certificates and identification.
  • I have checked my employer’s site access requirements.
  • I have arranged any additional construction training I need.
  • I will apply separately for my EUSR CSCS card when required.
