The February 2025 CSCS Shake-up: What’s New?

The Construction Skills Certification Scheme (CSCS) has updated the requirements for the Green Labourer Card. These changes are designed to ensure that those holding the card are actually working in labouring roles and maintaining high safety standards.

1. The 2-Year Initial Validity

Previously, all Green Cards were issued for 5 years. From 1 February 2025, all new Green Labourer cards are issued for 2 years only.

This is a "probationary" period of sorts. It allows new entrants to get onto the site and start their careers, but it requires them to prove they are still in the industry before they can move to a longer-term card.

2. Mandatory Proof of Employment for Renewal

To upgrade your 2-year card to a full 5-year card, or to renew an existing 5-year card that expires after February 2025, you now must provide proof of employment.

You can no longer just pass a test and pay a fee. You must prove you are actively working as a labourer. Acceptable proof includes:

  • A signed letter from your employer on company-headed paper.
  • Confirmation from a main contractor if you are self-employed or working through an agency.
  • A formal "Labour Declaration Form" (available from CSCS).

3. The End of Grandfather Rights

For years, veteran workers could renew cards based on "industry accreditation" or their long history on site without formal new qualifications. Grandfather rights have been removed. If you held a card under these old rules, you now must achieve a formal qualification: like the Level 1 Health & Safety in Construction: to stay compliant.

How to Get Your Green Card: The Step-by-Step Process

Whether you are a new starter or your old card has expired, the process is now more structured. Follow these steps to get on site legally.

Step 1: Get Your Qualification

You must hold a valid health and safety qualification. The most common and widely accepted is the Level 1 Award in Health and Safety in a Construction Environment.

Step 2: Pass the CITB HS&E Test

Step 3: Apply for the Card

Renewing an Expired CSCS Card

If your card has already expired, do not wait. Most sites will turn you away immediately if your digital record shows an expiry.
